中国企业期待参与利比亚重建, 扩大和深化经贸合作,2012年02月04日,距去年10月23日,利比亚政权更迭至今,已3个月有余，其间,利比亚安全局势偶有动荡,整体而言,在朝着稳定与发展的方向迈进。在石油生产得到保证的前提下，利比亚的其他建设项目,与对外经贸往来,将逐渐有序展开。
经中国与利比亚双方协商，商务部将派工作组,于2月４日至８日,赴利比亚访问，就保全中国在利比亚资产和参与战后重建与利比亚方交换意见,实地考察和了解项目受损情况。据了解，中国企业在利比亚承接的,基本上是住房、铁路、电信等民生项目。此前,利比亚方曾表示:欢迎中方参加利比亚重建。中方表示:愿意支持中国企业发挥自身优势，参与利比亚重建，进一步扩大和深化中国利比亚双边经贸合作。在利比亚的中资企业,目前处于一个怎样的状态？

战后的利比亚,主要以石油产业作为其经济支柱，在百废待兴的情况下，该国首先保证了石油产业链的恢复。目前，只有,仅有与石油相关的产业,在积极运作，并且,有不少的新建和维修项目在招投标。利比亚将来经济的发展模式,可能会沿袭迪拜的模式，特别是在班加西地区，当地人的口号,就是要把班加西建设成下一个迪拜。

目前,应该着力于推动利比亚政府开启与中国企业的复工谈判。由于利比亚变局是以法国为首的欧美诸国推动，过渡政府成立以后，其政治核心人物,对欧美诸国十分感激，随着法国、美国、意大利、土耳其、突尼斯等国高层对利比亚的访问，利比亚过渡政府有意走亲欧美路线的趋势,越来越明显。再加上,利比亚过渡政府成员,大部分有欧美留学经历。目前，法国经贸代表团，土耳其建筑公司，意大利石油公司等一大批组织和企业,都在利比亚,积极开展经贸活动,已经取得了一定的进展。最近,利比亚官方宣布，向在利比亚的土耳其企业,提供4亿美元的战争赔偿款，这与土耳其领导层与利比亚方面的频繁接触,有着密切关系，中方企业正在持观望态度,，希望中国政府能够帮助解决遗留，促进复工谈判和双方进一步的贸易往来。
提到未来发展,在经历了此次战火之后，中交集团以及其他中资公司都必然能够获得更多的国际建设经验。该公司目前,虽然更为关注复工谈判的事宜,开始考虑是否在下一阶段,于当地开设培训班，落实绩效制度等，以提高当地雇员在施工人员中的比例，并招聘第三国劳工等。
利比亚市场的未来前景,是乐观的，希望中国利比亚两国能够在政府和企业等多个层面加强联系，进一步密切沟通，共同为利比亚国家重建做出努力。
