Productivity commission’s final report into disability care and support
The Gillard Labor Government announced(吉拉德工黨政府宣布) that it will start work immediately with states and territories on measures that will build the foundations for a National Disability Insurance Scheme, following the release of the Productivity Commission’s final report into the matter.
The Government asked the Productivity Commission to examine reform of disability support services because we believe that the system we have today is not delivering the kind of care and support Australians expect for people with disability.
The main recommendations of the Productivity Commission are:
A National Disability Insurance Scheme should be created to provide all Australians with insurance for the costs of support if they or a family member acquire a disability. The scheme will provide individually tailored care and support to around 410 000 people with significant disabilities.
A National Injury Insurance Scheme should be created to provide no fault insurance for anyone who suffers a catastrophic injury.

Productivity Commission final report on Aged Care
This week the Gillard Labor Government released the 2011 Productivity Commission Report, Caring for Older Australians .
The Government thanks the Productivity Commission for their final report, which provides analysis of the aged care sector and detailed proposals for aged care reform. The recommendations in the report will be considered as part of the Government’s broader ageing agenda.
The Government will develop its response to the report’s recommendations guided by four overarching principles:
First, every older Australian has earned the right to be able to access quality care and support that is appropriate to their needs, when they need it.
Secondly, older Australians deserve greater choice and control over their care arrangements than the system currently provides.
Thirdly, funding arrangements for aged care need to be sustainable and fair, both for older Australians and for the broader community.
And finally, older Australians deserve to receive quality care from an appropriately skilled workforce.

Treasurer’s Economic Note
Each week Deputy Prime Minister and Treasurer Wayne Swan sends out an Economic Note to keep you up to date with the most recent economic news and informed of what lies ahead for Australia.
This week Treasurer Swan(副總理兼國庫部長斯萬) outlines that the wild swings on international financial markets have understandably left many people anxious about the outlook for the world economy. The Treasurer cautions against reading too much into short-term movements in the share market. Just as a big gain in trading over a day or a couple of days doesn’t mean the challenges faced by Europe and the United States have been solved, a big fall doesn’t mean they’re insurmountable either. It will take time for these major economies to get their houses in order. Tough decisions will clearly need to be made to reduce their excessive levels of debt and ensure their budgets are sustainable. Unfortunately this means the outlook for the global economy will remain uncertain for some time .
In Australia, though, we need to remember that our fundamentals are strong by any yardstick. As a report by the International Monetary Fund highlighted last week, Australia has very low public debt, low unemployment, a massive pipeline of investment and we expect to bring the budget back to surplus next financial year, although as the Treasurer noted last week, obviously current global events make that task much tougher. Expressions of interest are now being sought from organisations who may wish to host a Fringe Program Event at the 46th National Conference.
The Fringe Festival program allows special interest and lobby groups to present and encourage debate around their particular issues at the National Conference.

Labor’s carbon price plan cuts pollution and protects jobs
Labor’s carbon price plan cuts pollution:
by 160m tonnes a year by 2020 – equal to removing 45 million cars from our roads.
It helps with living costs:
Pensions up – up to $338 a year extra for single, and up to $510 for couples;
Family Benefits up – up to an extra $110 per child in FTB(A)
Student allowances up – up to an extra $218.
Taxes down – tax cuts for taxpayers earning up to $80,000, with most being worth around $300 a year. A higher tax-free threshold, so more than one million Australians will no longer pay tax at all;
Small business costs down – a new instant asset writeoff of $6,500 for small business;
And it protects Australian jobs:
with $9.2bn to assist workers in trade-exposed industries including $300m to transform steelmaking, $1.2bn to support coal and $1.2bn for clean technology in manufacturing.
Australia deserves action on climate change. Labor’s plan delivers, for jobs, the environment and Australian households.
