布西不愿称之为税,称它是「社区改善费用」，适用於年收入超过3.6万美元的外派外籍员工（约5,875人），9月1日起,生效。

即使这项措施胎死腹中，社会已经浮现对立。
反对者主张，课税将冲击到该岛赖以维生的金融服务和观光业。
官方数据显示，去年3月底止,在开曼群岛注册的企业,一共9万1,712家。截至6月底止，共有235家银行（包括,全球前50大银行）、758家保险公司,领有执照。
