(b) the provision of an increasing volume of resources to solve the problems posed by the industrial integration process for Member States; Article 48.- The Andean Community is a sub-regional organisation with legal capacity or international status. Article 115.- The General Secretariat pays special and priority attention to Bolivian and Ecuadorian industries whose products are excluded from their liberalisation programmes in the cooperation efforts referred to in Article 69, in order to enable them to participate as quickly as possible in the sub-regional market. UNCTAD`s Work Programme on International Investment Agreements (IAA) actively supports policy makers, government officials and other IIA stakeholders in the IIA reform to make them more conducive to sustainable development and inclusive growth. International investment rules are established at bilateral, regional, inter-regional and multilateral levels. It requires policy makers, negotiators, civil society and other stakeholders to be well informed about foreign direct investment, international investment agreements (AI) and their effects on sustainable development. Key objectives of UNCTAD`s IIA work programme – Reform of the International Investment Agreements (IIA) regime to improve the dimension of sustainable development; A comprehensive analysis of key issues arising from the complexity of the international investment regime; Development of a wide range of instruments to support the development of a more balanced international investment policy. Article 131.- Member States are taking steps in the area of social communication and measures to disseminate a better understanding of the cultural, historical and geographical heritage of the sub-regions, the economic and social situation of the sub-region and the process of integration of the Andes. (c) ensure adequate timely supply of the sub-regional market and protect against the risk of food shortages; (e) consideration of all issues and issues related to the progress of sub-regional integration and its external projection.
