共和党新医改方案:无医疗保险的美国人或将新增2400万

美国国会预算办公室(CBO)13日发布报告称,众议院共和党议员提交的《美国医保法案》(American Health Care Act)将使1400万人在2018年失去医保,到2026年失去医保的人数将高达2400万,但同时新方案将使美国财政赤字在未来十年减少3370亿美元。

报告显示,到2018年,享受“医疗补助计划”(Medicaid)的人数将减少500万人。到2026年,享受此计划的人数将减少1400万人。
CBO预计,在共和党的《美国医保法案》下,到2026年,将有5200万人没有保险。如果维持目前的“奥巴马医改”,没有保险的人数预计为2800万人。
美利坚合众国众议院共和党议员于6日公布用来废除和取代“奥巴马医改”即《平价医疗法案》的《美国医保法案》草案,取消使用政府医疗补贴帮助人们购买保险、扩充医疗救助制度等内容,并提出以个人税收抵免来取代联邦补贴。

民主党和部分共和党议员质疑该方案的理由之一是,国会预算办公室没有给出相应评估。13日,这份评估报告终于出炉。报告称,如果实行该方案,未来两年美国人的保费相对目前的“奥巴马医改”方案会增加,但2020年后平均保费会降低。据美国国家广播电视公司(NBC)称,年轻人的保费会减少,但老年人的保费却会增加。

评估报告公布后,民主党立即对共和党新医改方案开始新一轮抨击。参议院少数党领袖舒默(Charles Schummer)在声明中称,评估报告证明了特朗普关于每个人都会拥有医保且费用会降低的承诺是空话。他表示,共和党医改方案是“对老年人的战争”。
众议院议长瑞恩(Paul Ryan)发表声明称,评估报告证实了《美国医保法案》的施行会使保费降低,带来大量的税收减免,同时削减联邦政府财政赤字。他同时强调,评估报告没有考虑到新方案的其它一些步骤会进一步降低费用。该方案不是为民众提供昂贵的、一刀切的保险,而是为他们提供多种选择,让民众选择适合自己的保险。
据《华尔街日报》报道,卫生部长普莱斯(Tom Price)对这份报告“非常不同意”。普莱斯表示,CBO并没有考虑到新医改法案会降低保险的费用。
共和党的这份新医改方案在9日已获得众议院能源与商业委员会、筹款委员会投票通过,共和党希望能在数周内就将该方案在众议院进行全体投票表决。
