  为推进“十二五”期间上海市住房发展,根据《上海市国民经济和社会发展第十二个五年规划纲要》,制定本规划。

“十一五”住房发展回顾

.稳步启动共有产权保障房(经济适用住房)

  积极推进共有产权保障房(经济适用住房)制度,加快解决中低收入居民家庭的住房困难。从2007年下半年起,着手研究制订共有产权保障房(经济适用住房)政策,广泛听取社会各方面意见,不断进行修改完善,2009年6月发布了《上海市经济适用住房管理试行办法》。加快推进共有产权保障房(经济适用住房)建设。到2010年底,全市开工建设共有产权保障房(经济适用住房)超过1000万平方米。同时,狠抓规划落地,确保完成2008-2012年开工建设2000万平方米、30万套共有产权保障房(经济适用住房)的规划目标。在总结徐汇、闵行两区试点的基础上,进一步放宽准入标准,完善运作机制,2010年8月已在市中心区和部分有条件的郊区全面推开。

大力推进动迁安置房(限价商品房)建设

  按照“建设一批、开工一批、储备一批”的要求,全力推进动迁安置房(限价商品房)的建设。先后两批规划建设31个有一定规模、交通方便、配套良好、多类型住宅混合的大型居住社区,第一批以保障性住房为主的宝山顾村、闵行浦江、浦东周康航、嘉定江桥、浦东三林、松江泗泾等8大基地已相继启动。结合大型居住社区建设,积极发挥市和区两方面积极性,加大动迁安置房(限价商品房)建设和供应力度。全市动迁安置房(限价商品房)开工建设3250万平方米,竣工2960万平方米,完成“搭桥”供应2985万平方米,满足上海世博会和市重大市政工程、重点旧区改造项目的动拆迁需要。

坚持机制创新,加快推进旧区改造
加快推进旧区改造,是上海重大的民生工作,是社会公平正义的重要体现,市领导高度重视,将加快旧区改造列入市委年度重大课题,组织开展研究,努力破解旧区改造 “瓶颈”,创新旧区改造机制,并选择5大重点旧区改造基地,指导做好拆迁安置工作,推动旧区改造工作上一个新台阶。

  1.积极探索旧区改造新工作机制

  改善民生是我国发展社会主义市场经济的根本目标,住房是民生之要。要坚决贯彻党的十七届五中全会精神,按照九届市委十三次全会的部署,抓住主题,把握主线,把保障和改善民生作为本市住房发展的重点,加快推进“四位一体”的住房保障举措,进一步明确目标,落实保障责任。在继续扩大廉租住房覆盖面,做到“应保尽保”的同时,进一步加强政策聚焦,不断加大共有产权保障房(经济适用住房)、公共租赁住房和动迁安置房(限价商品房)的建设和供应力度,向中低收入住房困难家庭和青年职工、引进人才、来沪务工人员等群体提供更多实用、实惠的保障性住房,使改革发展的成果更快地惠及民生。

  (二)服务百姓安居,进一步加大旧区改造力度

  积极发挥世博后续效应,进一步突出旧区改造公益性质,把“以人为本、重在民生”作为旧区改造的根本目的,一方面,充分尊重群众意愿,维护群众合法权益,实施阳光动迁,切实让群众得到实惠;另一方面,充分发挥政府统筹协调和社会各方参与的作用,进一步完善旧区改造和旧住房综合改造机制。坚持从居住条件最困难、安全隐患最严重、群众要求最迫切的地块入手,科学规划、分步实施,继续加快成片二级旧里以下房屋改造;坚持“拆、改、留、修”并举,保护、保留、修缮和改造相结合,注重保护历史风貌,因地制宜,不断加强旧住房综合改造,着力提高市民的居住条件和居住环境。

“十二五”住房发展的指导方针和总体目标

“十二五”住房发展的具体目标和任务

  (一)全面推进住房保障工作

  1.具体发展目标

  “十二五”期间,预计开工建设和筹措各类保障性住房6200万平方米、约92万套(间),分别约占新建住宅总面积的50%和总套数的60%左右;包括“十一五”期间开工结转项目在内,预计新增供应各类保障性住房100万套(间)左右。

  ——进一步扩大廉租住房受益面。到“十二五”期末,预计新增租金配租廉租住房家庭及筹措实物配租房源7.5万(套)户,累计约15万(套)户。不断加大租金配租和实物配租的力度,确保实现符合条件的廉租申请家庭“应保尽保”,基本解决本市低收入家庭的住房困难。

  ——着力推进共有产权保障房(经济适用住房)制度。预计新开工建设2000万平方米、新增32万套共有产权保障房(经济适用住房)。其中,“十二五”前两年新开工建设1000万平方米、约16万套,确保完成2008-2012年的建设目标任务;“十二五”后三年,再新开工建设1000万平方米、约16万套。 “十二五”期间,预计新增供应达到预售标准的共有产权保障房(经济适用住房)2500万平方米、约40万套,明显改善本市中低收入家庭的住房困难。

  ——积极发展公共租赁住房。通过新建、配建、改建、收购和转化等方式,预计开工建设和筹措公共租赁住房(含单位租赁房)1000万平方米、约20万套(间)。规划期内,预计新增供应达到竣工交付标准的公共租赁住房900万平方米、约18万套(间)。有效缓解本市青年职工、引进人才和来沪务工人员等的阶段性居住困难。

  ——进一步加快动迁安置房(限价商品房)建设。计划开工建设动迁安置房(限价商品房)3200万平方米、约40万套;“十二五”期间,预计新增“搭桥”供应(施工进度达到±0.0)2500万平方米、约35万套。其中,市属大基地、就近安置房建设1700万平方米、“搭桥”供应1500万平方米、约18.75万套;区属项目共建设1500万平方米, “搭桥”供应1300万平方米、约16.25万套。

  对上述发展目标,将按照中央的统一部署和本市的实际需求,适时适度优化完善。

主要任务

着力推进共有产权保障房(经济适用住房)制度

  积极调动各方积极性,落实各项优惠政策措施,加快共有产权保障房(经济适用住房)的建设和供应,确保完成2008-2012年和“十二五”规划目标。继续放宽共有产权保障房(经济适用住房)准入标准,扩大共有产权保障房(经济适用住房)的供应范围;进一步完善共有产权保障房(经济适用住房)申请审核、轮候供应机制,在继续加大共有产权保障房(经济适用住房)出售力度的同时,抓紧实施共有产权保障房(经济适用住房)租售转换等供应新模式,多渠道解决本市中,低收入住房困难家庭的居住问题。

加快动迁安置房(限价商品房)建设

  以大型居住社区建设为重点,进一步加大动迁安置房(限价商品房)建设和供应力度。按照“政府引导、企业参与、市场运作、服务动迁”和“市、区分工协作,以区为主”的要求,进一步优化建设机制。进一步完善和细化相关的配套政策,加快完善外环大市政配套,进一步提升市政、交通和公建的配套水平,尽力满足旧区改造动迁居民的安置需要。

积极推进旧区改造

  1.具体发展目标

  ——加大旧区改造力度。在全面实施事前征询居民意见,充分尊重群众意愿的前提下,中心城区完成350万平方米左右二级旧里以下房屋改造,动迁居民约15万户。基本完成长宁、静安、徐汇等区成片二级旧里以下房屋改造。启动城中村和郊区城镇集中成片棚户简屋改造试点,并逐步推开,积极推进郊区国有农场危旧房屋改造。基本完成宝山区顾村镇、金山区朱泾镇棚户简屋改造试点。

  ——继续扩大旧住房综合改造范围。预计完成旧住房综合改造和维修5000万平方米。其中,旧住房成套改造90万平方米,直管公房全项目大修2000万平方米。进一步扩大旧住房综合改造范围,逐步对上世纪70年代建造的老公房实施综合维修。

  ——加快推进农民宅基地的置换。根据城乡一体化发展的要求,在充分尊重农民意愿和符合宅基地置换相关规划的前提下,力争完成8.5万户农民、45平方公里的宅基地置换,为上海经济社会发展拓展新的战略空间。

主要任务

  (1)抓紧制订出台相关政策文件

  按照国务院发布的《国有土地上房屋征收与补偿条例》,吸收本市在“十一五”旧区改造工作中形成并已被实践所证明的成功做法,研究制订并实施《上海市国有土地上房屋征收与补偿实施细则》,加快推进旧区改造;进一步完善居住房屋补偿安置政策,全面推行“数砖头”加套型保底补偿安置方法;进一步规范房屋征收行为,加强房屋征收管理,全面实行房屋征收补偿安置结果公开制度,构建房屋征收补偿安置信息化管理系统,做到征收过程全透明,安置结果全公开。

  (2)加快推进旧区改造地块的改造建设进度

  突出重点,分类推进。对杨浦、闸北、虹口、原黄浦、普陀等重点区的重点推进项目,加大旧区改造资金支持力度;对已启动但进展缓慢或停滞的项目,采取积极措施,督促开发单位启动改造;对没有按时启动的地块,依法启动土地使用权收回程序。同时,加快设立市、区两级政府旧区改造专项基金,多种渠道筹集资金,积极支持旧区改造。

  (3)加大动迁安置房(限价商品房)建设力度

  中心城区各区要根据实际情况,积极挖掘潜力,建设就近动迁安置房(限价商品房),满足动迁居民的多元化选择需求,不断加快居民动迁安置进度。

  (4)继续开展旧住房综合改造

  进一步完善机制,提升综合改造标准和水平,并结合旧住房综合改造,研究拆落地改造、多层住房增设电梯等技术、政策、资金筹措等瓶颈问题,鼓励有条件的旧小区开展试点,进一步改善居民住房条件和居住环境质量。在认真调研的基础上,抓紧制订相关政策,支持市郊国有农场危旧房综合改造工作。

进一步促进住房市场健康平稳发展

  1.具体发展目标

  ——保持住宅建设投资稳定增长。“十二五”期间,预计全市住宅建设投资总额为4900亿元,比“十一五”增长5%左右。住宅建设投资总额占全社会固定资产投资比例继续保持在20%左右。

  ——确保商品住房有效供应。预计新建商品住房6500万平方米(含按政策规定应配建的保障性住房),销售面积6000万平方米;切实增加中小套型普通商品住房供应量,确保中小套型住房占新建住房(包括商品住房和保障性住房)的比例不低于70%;进一步盘活存量住房交易,规范和发展住房租赁市场。

今年年初,上海市政府召开了2012年上海旧区改造工作会议,提出加快推进旧区改造,拆除危旧房60万平方米,受益居民2.5万户,比去年旧改受益居民多了7000户。
新黄浦区的危旧房改造任务非常重,区政府决心大、办法好、动手早。
尤其是虹口区为了加快旧区改造,专门成立了以区委书记任组长、区长任第一副组长的旧区改造和房屋征收工作领导小组。在人力、物力和资金上实行全区动员统筹,决心打一场攻坚战,立下军令状,确保完成旧改5000户,力争完成更多的任务。
笔者为此兴奋叫好,冀盼相关区都能这样,危旧房的改造步伐再快些。
  据不完全统计,上海曾有80万只马桶,上世纪80年代末、90年代初的市委、市政府主要领导曾承诺,不能将马桶带进新世纪。
上海持续20多年的经济社会大发展,可用财力大大增加。如今,还存有20万只马桶,说不过去,对不住上海市民。各级党政领导干部都要设身处地,为那些仍居住在危旧房里的群众想一想。
  我曾住在成都北路一条小弄堂里,底楼一间、二楼一间,两间加起来,只有9.6平方米,没有卫生设施,连放马桶的地方也没有,只能用痰盂罐。当时,倒马桶还比较方便,现在,越来越不方便了,这种生活是很难熬的。如今,这排危房,旧房依然还在,就是外墙,迎世博粉刷了一下。每当我到市政协开会,路过此地,都要深情地望上几眼,感触颇多。有不少市民对危房,旧房改造,“早也盼、晚也盼,望穿双眼”,期盼早日改善住房条件。
  旧区改造是最大的民生之一,承载着部分群众几代人的梦想,旧区改造,同样是创新驱动、转型发展的基础;是吸引人才、优化投资环境的前提;是兑现政府承诺,展示城市形象的重塑。更重要的是提振精神、凝聚人心,长期居住在危旧房的人们将户口冻结之日起,作为人生幸福的转折点。一旦启动拆迁,呼喊“解放了!翻身了!”;旧区改造,既要选择规模大、难度高的重点地块成片改造,又要继续推进零星旧区的地块改造;既要按计划有步骤地扎实推进,又要急群众之所急着力改造;既要加快中心城区的改造步伐,又要推进郊区(城镇)棚户简屋改造进度。同时,不要忘记国有农场职工危旧房的改建。并且,切实加强旧住房安全检查和房屋修缮工作。
  要办好旧区改造这件实事,不仅要有公仆爱民之心,关键是要妥善解决好旧区改造的各种困难,保证动迁安置房的供应。群众发自内心希望的是就近安置,只要把住房的配套设施改善了,住房面积有所扩大了,群众就心满意足了。
  旧区改造应与保护城市历史文化相结合,没有优秀历史建筑的城市,是没有文化底蕴的城市。现在有相当一部分房屋使用情况与当初的功能设计差距很大,有的住了不少居民,要多一点办法,让居民搬出来,越早搬代价越低。中心城区的石库门建筑,保留一部分很有必要,也可探索移植一些石库门建筑到郊区新城区。要制定相关政策法规,创新方法,广泛依托社会力量包括现有住户的力量,使保护城市文化建筑与改善居民生活质量结合起来。
  事实反复证明,真心实意地关心群众疾苦,切切实实地多办实事,是攻坚克难,开拓进取,搞好各项工作的主要动力和基本经验。
