    经营大型的国家支持的投资项目可得到税收补贴,其数额相当于总投资额的40%;
    经营高技术产品可减税30%;
    中、小企业可减税20%;
    地方政府可根据当地的发展战略和地区需要,批准投资项目的不动产税下调90%等。

    (二)经济特区投资优惠
    拉脱维亚拥有4个经济特区,其中3个座落在文茨皮尔斯(Ventspils),里加(Riga)和利耶帕亚(Liepaja)港口。一个位于内陆地区的涅日克内(Rezekne)市。设在经济特区的公司,可得到如下优惠:
    在本区内涉及到外国商品和出口商品的服务,不征收增值税;
    不动产税降低80%;
    对在区内获得的收入所征收的所得税降低80%;公司房地产税和公司所得税的减免总额,不能超过投资额的50%;
    对红利的代扣所得税减免80%;对使用智力资产所支付的费用和管理费减免80%等。

    (三)进口增值税和关税的优惠
    以下情况,不征收进口增值税和进口关税:
    出于加工目的的进口;
    在海关监管下为加工而进口(在经济特区或海关仓库)
    为保证进口商交易的进行而进口的固定资产,特别是技术设备;
    临时进口;
    过境;
    运到海关仓库等。

    自2004年5月1日入盟后,拉脱维亚开始执行欧盟共同政策。作为私人资本有限的小国,外国直接投资成为其经济发展的主要动力。为吸引外国直接投资,拉政府和各地区政府通过与各种商业组织的合作,以多种方式,为在拉建立企业的公司,改善投资法律环境和管理环境。
