總體規劃綜合開發蘇州河兩岸, 市政協召開常委協商會( 2011年11月9日) 11月8日，市政協召開常委專題協商會,圍繞蘇州河兩岸綜合開發專題協商議政。市政協主席出席並講話，副市長沈駿聽取建言並講話。據市規劃國土局、旅遊局、蘇州河整治辦公室負責人介紹，蘇州河濱河地區按照“整體規劃、以人為本、持續發展”理念和“功能複合、公共開放、保護歷史、安全生態”原則，融居住、金融、商務、文化、休閒、高新產業等功能，分成7個區段，由濱河綠帶貫穿。擬建沿岸遊步道，形成河口風貌區、十八灣風貌區、蝴蝶灣區、蘇州灣風貌區等。對外灘源、蘇州灣、60號街坊、長風等區域重點規劃，著力降低沿線建築容量，建設優美、舒適、安全、人性化親水環境。沿河各區開展旅游資源開發，完善基礎設施，提高了水上旅遊影響力。經整治，主要河段水質達到IV—V類標準，上下游水質穩中有升，出現海鷗、灰鷺等，濱河綠地大幅增加，生態和休閒環境明顯改善。
鳳**委員建議，抓住整體規劃這一關鍵，加強市級統籌和專家諮詢，制訂地方性法規，發揮各方積極性，綜合開發水、建築文化和人文資源，防止開發“碎片化”，使蘇州河兩岸成為上海又一風景線和增長極。許培星委員建議，將蘇州河水上旅遊定位為文化遊、休閒遊、民族工業遊，培育從蘇州河口直達淀山湖的航線。 ***建議，以文化創意產業集聚開髮帶動兩岸產業發展，吸引創意產業人才；加強對蘇州河橋樑文化研究，豐富橋樑文化景觀；聽取市民對蘇州河兩岸綜合開發的意見建議，集思廣益。毛佳睴、孫榮華、任先正、袁園、單文慧、陳寧、郭翔也作了發言。
蘇州河兩岸綜合開發是本市實施城市總體規劃、提升城市功能的重大部署，要深刻認識綜合開發改善生態環境、提高人民生活質量、推動轉型發展、建設國際文化大都市的重要意義，充分發揮政協聯繫廣泛的渠道優勢，在交流交鋒交融中集思廣益、增進共識，匯聚推進綜合開發的合力。要在一段時間以來專題調研、視察基礎上，著力推動成果轉化落實，繼續關注前瞻性、全局性問題，提出具有科學性、操作性的建議。要深化與黃浦、虹口、靜安、閘北、普陀、長寧等有關區政協的合作，通過論壇、視察、提案等方式，促進規劃協調和實施。
