上海市政府日前印发的《黄浦江两岸地区发展“十二五”规划》，规划显示：“十二五”期间，黄浦江两岸地区，将建成与上海“四个中心”和社会主义现代化国际大都市地位相匹配的世界级滨江发展带；继加紧完成长江西路隧道、新建周家嘴路越江隧道、推进郊环线越江隧道建设外，储备江浦路、嫩江路等越江隧道，黄浦江两岸地区，，累计完成桥隧通车道数量约100条。
该份《规划》，期限为2011年至2015年，展望至2020年。规划范围为，吴淞口，到闵浦二桥之间的黄浦江两岸流域，两侧岸线，长度约119公里，规划控制面积约144平方公里。根据规划，世博园区、外滩-陆家嘴地区，和徐汇滨江等重点区域，新建公共建筑150万平方米；到2015年，浦江游船年接待游客数，达到400万人次以上，邮轮年游客数，达到60万人次左右；加快越江交通设施建设，完成桥隧通车道数量，约100条；新建滨江绿地180公顷、亲水岸线20公里。

《规划》透露，加快推进杨浦大桥周边地区、“吴淞口-三岔港”地区两个基础开发重点区域发展。
其中，杨浦大桥周边地区，要成为传统工业再生的活力区域、历史文化与现代时尚融合的创意区域，三岔港地区建成三岔港游艇基地，依托上海滨江森林公园，以及二期建设，进一步完善滨江公共环境，形成连贯开阔的大型生态绿化片区。同时，黄浦江两岸，要营造富有韵律的滨江景观轮廓，扩展黄浦江沿岸景观框架，构建以两大世界级地标建筑群为引领、以五大标志性景观区段为架构的沿江景观新轮廓，为全线景观脉络和功能主题布局奠定基础，为远期的局部景观细化和上下游延伸作铺垫。
