2004年以來，北京共有852名外國人，申請在中國永久居留，目前，拿到綠卡的，有721人。
申請中國綠卡
來華的外籍商務人士之一，來到北京，任市政府的高級顧問，曾為北京奧運會“搭建中國管理機構和外國商業團體之間的橋樑”，獲得過，包括上海“白玉蘭獎”北京“長城友誼獎”，中國政府“友誼獎”。
想申請中國綠卡嗎？要看你是不是高端人才：
如果是投資，50萬美元是起步額度。如果是任職，你需要在中國擔任副總經理、副廠長等以上職務，或者，具有副教授、副研究員等副高級以上職稱，已連續任職滿四年、在中國居留，累計不少於三年，而且，你工作的單位，需要是國家部委、省級機構、重點院校、國家重點工程……
如果是突出貢獻類國家特需人才，你需要對中國經濟發展、社會進步，做出重大、突出貢獻，或對國家有重大價值的世界頂尖人才、特殊技能人才等，包括，著名科學獎項獲得者、世界知名學者、企業家、運動員、文藝人士等。
申請時，需要提供獲得的具有世界影響力或重大價值的科研成果證明等材料。
比如，2004年，第一批獲得綠卡的人中，有楊振寧，出入境部門把綠卡送到他家，他屬於“突出貢獻”類。
對中國有突出貢獻-提交規定中認可的那些證明材料。投資50萬美元以上；是副總，副教授，符合對中國有突出貢獻的相關條件；千人計劃裡的人才；可能獲得中國綠卡。達到中國綠卡的申請資格。
拿到就業居留許可證
公安部公佈的數據，截至2011年底，持有中國綠卡的外籍高層次人才及家屬，1735人，年均248人。 248張
同期，美國年均發放綠卡多少張？ 100萬張！技術類，每年平均12萬張。 ”
美國每年發放的技術類綠卡，是中國的近500倍。
2006-2010年，有2200萬人口的澳大利亞，年均引進技術類永久居留移民10萬人。有近2000萬人口的北京市，至今，年均發放了中國綠卡，不到1百張，不成比例。
每年200多張綠卡。
2011年，106萬人獲得美國綠卡，其中，中國人第二多(僅次於墨西哥)，占到了總數的8 .2%，共有87016人。
這個數據，呈逐年遞增趨勢，2009年，拿到美國綠卡的中國人，有64238人，佔5.7%；2010年，70863人，佔6.8%。
2011年的美國綠卡數據，是4月份公佈的；
在同一個月，中國公安部公佈了中國綠卡數據———截至去年底，一共發放4752張。
美國是個移民國家，中國不是；
中國同樣需要吸引海外人才，綠卡。
不是移民國家的英國，全國人口6200萬，技術移民，一年，3萬多。

加入中國國籍-在申請加入中國國籍的提交材料裡，有一項就是，外國人永久居留證-綠卡是國籍的前置條件。
加入中國國籍的外國人數據，這個數字遠遠低於獲得綠卡人士。
外國人加入中國國籍，一般都是基於親屬關係，獨立的外國人，加入中國國籍，近年，十分罕見。
第一個獲得中國“綠卡”的外國人寒春，曾被媒體問起，為什麼保留美國國籍，沒有加入中國國籍？她說：“只是為了旅行方便。”
除了旅行方便，持中國綠卡的外國人，不受戶籍限制；如果加入中國國籍，直接受限，與普通中國公民沒有差別。
外國人加入美國國籍，需要宣誓放棄對祖國的忠誠，真誠地效忠美國，願為保衛美國，拿起武器等等。
加入中國國籍有這個要求嗎？
昆明市公安局出入境管理局趙宇罡介紹說，沒有這樣的一個儀式。
在《加入中華人民共和國國籍申請書》上看到，在申請人簽名上方，有一句類似宣誓語的話：
我自願加入中華人民共和國國籍，忠實地做一個中華人民共和國的愛國公民。遵守憲法和法律，遵守勞動紀律，遵守公共秩序，尊重社會公德。
出入境部門：
“特殊貢獻”，申請綠卡比較快
9月3日，雲南省昆明市公安局出入境管理局入境人員管理處副處長趙宇罡，就申請中國綠卡、中國國籍問題，接受了記者的採訪。
綠卡製度實行以來，昆明有多少外國人申請中國綠卡？多少人獲得？
趙宇罡：目前，在昆明的常駐外國人，大概有4600人左右，申請綠卡已經獲批的，有219人。申請的，主要以夫妻團聚、家庭團聚為主，相對而言，這種申請方式，手續，最簡潔，最容易獲批。另一種，就是越南僑民的申請，就雲南而言，這個，是佔據最大多數的。其他類型的申請，一年，不超過10個人。
一般要審多久能批下來？
趙宇罡：通常的審批時間是半年。就是我們根據材料，先進行審核，符合條件的，逐級上報，最後，由公安部來決定。
那些被“拒簽”的，一般是什麼原因？
趙宇罡：被拒籤的，情況不是很多，2005年，到現在，只有16人。通常，公安廳只是根據申請人提交的材料，進行審核，符合條件，便逐級上報，最後的審批權，在公安部。被拒籤的原因，有很多，最普遍的是，申請人提交的材料不足。比如，去年，被拒籤的一位申請者，是以“高新技術企業、鼓勵外商投資企業、外商投資先進技術企業、外商投資產品出口企業等幾類企業中，擔任副總經理、副廠長以上職務”申請的，但是，因為，所在的企業，有一年的資料不全，就被拒簽了。
還有一種情況，就是自己撤銷了申請，主要原因是，資料不齊全。
申請中國綠卡有捷徑嗎？
趙宇罡：通常沒有捷徑，特殊的情況，就是“特殊貢獻”，是指對我們國家經濟發展和社會進步，做出過重大、突出貢獻，或對國家有重大價值的，世界頂尖人才、特殊技能人才及知名人士，包括，世界著名科學獎項獲得者、世界知名學者、企業家、運動員、文藝人士等。這類人員，需要提供國務院所屬主管部、委、局的推薦函，及有關證明。這類申請，通常會比較快。
如果一個已經移民海外的前中國公民，現在，希望申請綠卡或國籍，和普通外國人申請條件和程序一樣嗎？
趙宇罡：完全一致，條件等同於外籍人士的正常申請。
審批中國綠卡怎麼收費？
趙宇罡：根據國家發改委、財政部規定，每人收取申請費1500元，核發《外國人永久居留證》時，再收取證件費用300元。
如果成功加入了中國國籍，是否就在申請地落戶口和辦理身份證？其戶口和身份證，與其他中國公民有沒有區別？
趙宇罡：主要獲得公安部頒發的《入籍證書》，拿著這個證書，到地方，就可以辦理，之後，所有的，都跟普通中國居民一樣。中國公民，自然遵守中國的法律，包括，計劃生育等。
哪些人可以申請中國綠卡
一、投資人員綠卡
在中國直接投資、連續三年，投資情況穩定，且納稅記錄良好的，其在中國投資，實際繳付的註冊資本金，應當符合下列條件之一：
(一)在國家頒布的《外商投資產業指導目錄》鼓勵類產業，投資合計50萬美元以上；
(二)在中國西部地區和國家扶貧開發工作重點縣，投資合計50萬美元以上；
(三)在中國中部地區，投資合計100萬美元以上；
(四)在中國投資，合計200萬美元以上。
二、任職人員綠卡
在中國擔任副總經理、副廠長等職務以上，或者俱有副教授、副研究員等副高級職稱以上，以及享受同等待遇，已連續任職滿四年、四年內，在中國居留，累計不少於三年，且納稅記錄良好的，任職單位，符合下列條件之一的：
(A)國務院各部門或者省級人民政府所屬的機構；
(B)重點高等學校；
(C )執行國家重點工程項目或者重大科技項目的企業、事業單位；
(D )高新技術企業、鼓勵類外商投資企業、外商投資先進技術企業或者外商投資產品出口企業。
三、國家特需人員(有特殊成就)綠卡
(1)對國家經濟發展和社會進步，做出過重大、突出貢獻的；
(2)對國家有重大價值的世界頂尖人才、特殊技能人才，及知名人士。
四、以上人員的隨行配偶，及其未滿18周歲的未婚子女，可以同時申請辦理與之相同的外國人永久居留證。
五、夫妻團聚人員綠卡(具體略)。
六、親子團聚人員綠卡(具體略)。
七、親屬投靠人員綠卡(具體略)。
